AWS: use lightning-charge without Docker

Steps:
* install npm
* add a user 'charge'
* clone custom branch, npm link (once customer branch is merged,
                                 use npm install -g lightning-charge)
* run systemd service
* lightning RPC socker is shared with charge via group lightningrpc

Rails inside Docker won't be able to connect to Lightning charge.
This could be fixed with a network bridge, but the next commits
move Rails out of Docker anyway.
