Draw the separator actively with SEP_FRAME

When setting the separator color to "frame", it was previously possible
to optimize the code, by just not drawing with the same color over it
again.

For some reasons, the previous commit ("Simplify corner arcs in cairo")
breaks it. We could fix it there, but the separator color drawing part
had been a recurring problem in PRs.

It's an easy detail to miss with this optimisation turned on. It's the
safe choice here to not optimize it.
