Commit Message

allow for ACTION_TASK_GROUP_ID to be either the decision or action taskId

as mentioned in the check_and_update_action_task_group_id docstring, we
usually want the ACTION_TASK_GROUP_ID to match the decision taskId, but
for relpro we want it to match the action taskId. This commit allows for
both behaviors.
