Proposal for check-dependencies support (#439)

* added support for check Dependencies to roosevelt and added a few tests to simulate a few situations

* fixed one of my test that was erroring out because of the new changes and placed SIGINT signal in a kill that didn't have it before

* removed the warning where it would tell the user to make a package.json file if they do not have one, fixed some standard errors too

* changed how roosevelt will respond when there are missing or out of date dependencies
