HSEARCH-3083 Move the responsibility of closing index managers to the engine

This makes sense considering that:

* The engine is already responsible for closing backends.
* The engine is already responsible for closing index manager builders
on bootstrap failure.
* We already know that SearchMappingRepository is badly named and
already want to change its name, because it provides access to backends.
So adding a map of index managers in there is not as far-fetched as one
might think.
