Add content graph prototype

Expand the content graph into a data model representation of the content
objects extracted from source files. Configuration for different content
types is supported. If no content types are configured, currently
defaults to a half-finished ‘pages’ content type.

Based on code being used to generate maetl.net — this needs a lot of
tidying up, thorough testing and documentation of the configuration
options and default expectations.
