feat(blog-feature): Creates a blog feature

This commit allows a logged in user to create, edit, view and
delete blog posts. The logged in user can also be able create
new blog categories as they create a blog.

Creates a new app in hc/blog with files necessary for the blog
feature.

Edits hc/settings.py to add hc.blog, ckeditor, widget_tweaks,
ckeditor_uploader and taggit to the list of installed apps and
settings for ckdeditor and taggit are also added to the end of
the file.

Adds folder static/ckeditor which contains the required icons
for the ckeditor app.

Adds urls for blog app, ckeditor_uploader, media_root and
media_url settings links in hc/urls.py for usage in uploading
images using ckeditor

Adds a template folder for the blog in templates/blog which
contains blog template files to be used with blog views.

Edits tempates/base.html to a new tab for blog on the dashboard

Adds django-widget-tweaks, django-ckeditor, pillow(for thumbnails)
and django-taggit to requirements.txt file.

Adds tests for the blog in hc/blog/tests and also adds a
.coveragerc file for coverage
