Moved do_*() cli functions to 'ksconf.commands.*'

   ** Initial refactoring is now complete! **

- Moved CLI helper commands to 'ksconf.command' top-level.
- Moved all of the remaining do_*() CLI functions to their own
  ksconf.commmand.<cmd> modules.
- Removed the empty 'monolithic.py' file (goodbye ksconf.py, 'ole friend)
- Revamped the test_* unittest scripts to import everything they need directly.
