Fixes #21139 - Migrate css stack to webpack

* migrate most of the css stack to webpack
* allow scss files to easily import variables and mixins
* migrate bootstrap.js and patternfly.js to webpack
* migrate jquery-ui to webpack
* migrate fonts to webpack
* refactor the scss file structor
* removed some unused images
* use $tfm- prefix for theforeman variables
