feature(multiple-channel-integrations): send alerts via multiple methods .eg. sms and telegram

This commit modifies hc/api/models.py to add telegram and sms transports to the transports function and also to the channel kinds to increase the channel options
Modifies hc/api/transports.py to add the methods for sending a telegram and an sms to a user when a check goes up or down.
Modifies the hc/front/urls.py to add the urls for the add-sms and add-telegram methods.
Edits the hc/front/views.py to add methods for routing to add-sms and add-telegram html pages.
Adds new sms and telegram integration html pages.
Adds tests for telegram and sms integration
Adds images for the instructions on the integration of telegram to guide uers on the integration and images for twilio and telegram logos.
Modifies the templates/front/channels.html to add sms and telegram to the integrations tab.
