upgrading pgx dep from v2.9 -> 3.1

- Add pgx dep 'github.com/pkg/errors
- Update provider/postgis/util.go for compatibility with pgx v3.1.0.
- Tweak postgis/util.go & add test for hstore decoding.
- Switch from s3 to github.com/go-spatial/tegola-testdata for PostGIS data.
