Refactor newly added test case for repo filtering

Do the following:

* Use `subTest` where appropriate.
* Create one repository at the beginning of each test case, not two.
* Inline a small single-use function.
* Sort a list in-place instead of using `sorted`.
* Rename a function and rewrite its docstring for clarity.
* Use tuple unpacking instead of indexing, so that more descriptive
  variable names can be used.
* Wait a fixed one second between repo version creation, instead of
* waiting one to three seconds.

These changes, especially the single-repository one, cut test case
execution time from ~47 to ~37 seconds on my VMs.
