proposal for shutdownTimeout, closing the app, and 503  (#436)

* beginning stages of fixing the disconnecting feature

* made a change where connections check that all connections are closed before the app closes after the app says that it is closing. Added timeout to force close connections if connections take too long to complete. Added tests to test this and remove old and unnecessary tests

* fixed standard error

* added an addition to the shutdown Feature where if the app was made in dev mode, it will close down the app instantly

* moved the shutdownTimeout in sourceParam to original position

* moving shutdownTimeout on sourceParams back (just so that I can get it to build again)

* put in request in rooseveltTest
