ZKLedgerManager.writeLedgerMetadata should return appropriate error.

Descriptions of the changes in this PR:

ZKLedgerManager.writeLedgerMetadata should return
NoSuchLedgerExistsException error in the case it
gets KeeperException.Code.NONODE rc value from ZK.
ZKLedgerManager.removeLedgerMetadata does that as well.
