Merge #74

74: Speculative fix for rare RetryExecutor test failure/busy-loop r=rohanpm a=rohanpm

_get_next_job could return a job with 'when' equal to 'now'.
In that case, it makes more sense to immediately submit, rather
than to wait for a zero-ish delay, which may busy-loop for as long
as it takes monotonic() to return strictly < rather than == .
