Merge branch 'python3'

This adds initial python3 support to NGAS. All code has been properly
ported to work with either python2.7 and 3.5 and 3.6 (and hopefully more
in the future). All modules successfully load, and all unit tests pass,
but this surely doesn't mean there are still bugs to be found.
