Commit Message

test: Add check to ensure GetCapability returns expected handle count.

This enhancement to the get-capability-handles-transient.int test
ensures that when we query for the loaded transient handles that we get
back the number of handles we expect. Previously we only checked to be
sure we weren't walking off the end of the array.
