[SCB-479] Add proxy to service-center in frontend (#328)

* SCB-479 Add proxy for service center in frontend

Service Center can now be accessed through /sc/xxx. This will allow
users to visit the frontend without running service center on public
network.

This change also removed the command line argument of specifying static
directory. "app" is used as the static file directory and must be in the
current directory when running frontend.

* SCB-479 Use proxy to access service center for httpService

* SCB-479 Add echo dependency in vendor and update LICENSE

* SCB-479 Remove sections on editing SC address in readme

Access to SC is now proxied via frontend.

* SCB-479 Add ASF header for new files

* SCB-479 Use WaitGroup instead of time.Sleep to wait for server startup
