Commit Message

Change from Materials to PrimeNG with Start theme

Fixes #614

In addition to the change of component set, we pick up the following
improvements.

* Use drag-and-drop to reorder the items in lists
* Move the "create" buttons into the banners for their sections
* Use pagination on the potentially long lists
* Seem to have gotten better behaviors on the image handling
* Updates to npm components
