Notify new route of existing gateways

When a server joins the cluster, it will receive INFO protocols
for each of the known gateways known by the server it connects to.
This will allow for servers in the same cluster that do not have
the explicit configuration of gateways to still create their outbound
connections to the gateways.

Refactored storage of gateway information.
