SettingsCard: Rearrange divider locations for new style.

Following Material Design guidelines for settings:
  https://material.io/guidelines/patterns/settings.html
and after the previous commit converted the dividers to
1px lines, we now place a divider only between groups of
settings, rather than at every item.
