Add option to WS provider for custom timeouts (#1390)

The underlaying websocket will eventually timeout at 120 seconds. Since
web3 calls using this provider will not settle to success/error for 2
minutes in case of network failure, it is desirable to enable the lib
users to set a custom timeout to better suit their own needs.
