PersonListPanelTest: fix flaky test (#863)

PersonListPanelTest#createBackingList(int) is used by 
performanceTest(). It logs the time taken for execution of this method
and throws AssertionError if it takes too long to execute.

performanceTest() should only concern itself with testing for the
performance of creation and deletion of person cards; it should not
concern itself with the performance of dependencies (in this case, the
creation of the xml file). As such, there's no need to log the time
taken for execution of this method and throw an AssertionError if it
takes too long to execute.

Let's remove this functionality.
