Save plots (#262)

* Refactor TabBar to make it reusable. Remove unused addFileToCache function.

* More refactoring. Adds an npm package for easy saving of canvas images.

* Creates a basic modal container with a TabBar inside of it. Begins stubbing out the SavePlot component.

* Makes saving a plot possible

* Adds toast when canvas is unavailable. Moves TabBar out of modals folder b/c it isnt a modal. Adds testing for new components
