requirements: try to fix Travis build and revert HTML tags in abstract

* Unpin isbnid and replace psycopg2==2.6.1 with unpinned psycopg2-binary.
* Also revert recent change to allow HTML tags in data abstract: this causes problems with "<" and ">" characters.  In future, need to only permit some HTML tags by checking against an attribute whitelist.
