tests,db: Refactored db_chain_lt() to be a function

Moved db_chain_lt() from a macro to an inline function to
make code coverage analysis easier.  Added a test to improve
its code coverage.  The test currently hits paths 1 through
6 but doesn't cover paths 7 and 8.
