Interactive add plot (#248)

* Removes svg file and inlines it instead. Sets up color change for hover and drag over.

* Makes clicking the giant plus add a plot

* Fixes flask error due to resource not being listed in app.py. Refactors the 'giant plus' into it's own component

* Adds testing for AddPlotZone component
