Resolve #74: add command now takes cloud flavor option.

New cloud Provider.GetServerFlavor() method to get a flavor by id or name.

New cloud Server.Matches() method to determine if a server has the right OS,
script and flavor.

Fixed estimation of how many jobs we can run when existing servers don't
correctly match the job requirements.

Have the REST API return new OtherRequests field so users can see eg. cloud
options on jobs. These now also displayed via web and command line interfaces.
