update for racket 7 bytecode format

Notes:

* inline-variant is just a zo, not a form or expression
* seq does not expect forms
* final result can be a hash, need to filter the non-zo from the hash
* missing tests for `zo->compiled-expression` from `private/zo-syntax.rkt`
* `zordoz/typed` may error on programs using redex because `varref`s from `zo-parse` do not match the contract
