rename check_permissions to check_image_permissions, move it to ImageData.[ch], add permission checking to setupRoot to prevent unauthorized viewing of the image in the external environment, allow aux group membership to enable permissions, restrict change of euid in shifter execution to just around the lookup (all that is needed), migrate shifter to the centralized shifter_getgrouplist call
