Generate IPv6 targets, and fix a bug in the target generation script. (#209)

* Generates IPv6 targets for mobiperf and neubot.

* Adds target generation for IPv6 ssh806 checks.

* Adds protocol decorations for IPv6 targets to be sure that the checks are IPv6 or nothing.

* Moves protocol decoration or flattening of hostnames _after_ the regex matching to be sure we filter the matches we want, then we do modifications, not before.

* Adds a new label to all IPv6 targets named '_blackbox_port' which Prometheus will use to know which port to query the BBE for IPv6 targets.

* Updates the new blackbox_port label to begin with two underscores instead of one, as internal labels should be.
