* Added name and decimals getters to the ERC20

Added name and decimals getters for the ERC20 premade contract.
As this are considered part of the ERC20 standard it's important to have them in the standard Vyper implementation

* Added ERC20 name and decimals to the tests

Changed the ERC20 decimals attribute to public.
