Improved Local Docker-Compose Deployment

Removed nginx service from docker-compose.yml file since it is largely unnecessary for local development purposes. Modified Dockerfile and web service run script to remove unnecessary user creation, and load in initial data to the database.

Changed example database environment variable names to conform to those of the official Postgres docker image.
