fixed JumpConsistentHashString() bindings for Python3, Python2 unicode (#56)

* - fixed JumpConsistentHashString() bindings for Python3, Python2 unicode

*  - suppressing stdout from merger binary test

*  - now JumpConsistentHashString() takes std::string as an arg
 - removed JumpConsistentHashString.pyx as it's not needed anymore
 - fixed formatting of jump_consistent_hash.h

* - added cpp build dir to python/.gitignore
