Fixed to properly reflect spec with regard to:
- Range is 0-based, inclusive
- 206 is returned for partial content using Range

Tests updated for proper content-type and return status codes, but module not yet updated to properly respond.

Currently not compliant with regard to content type negotiation (416 statuses) and default content types (text/vnd.ga4gh.seq.v1.0.0+plain, application/vnd.ga4gh.seq.v1.0.0+json)
