Fix empty package version in Makefile

Background:

  The package version so far was determined from the installed
  package through 'pip list'. This required the package to be
  installed. When it was not installed, some make rules failed.

Details:

- Changed the approach for determining the package version
  to use pbr.version (consistent with the python-zhmcclient project).

- Added a safety check for empty package version to all rules of the
  Makefile that depend on the package version.
