Remove sample store flag sample api (#747)

* fix sample POST and remove return user flag + misc test to make sure user object is always a part of the request

* created a wrapper the provides the some of the commonly used api that sequelize provided for the samples model

* removed sampleStore toggle from the api layer for Samples

* modified all the sample api tests expect GET tests

* cleaned the GET samples test and removed duplicate tests. No more returnUser tests

* removed the sampleStore flag from timeout and bulkUpsert jobs

* populate redis for bulkEndpoints

* changed the name from populateRedisIfEnabled to populateRedis

* removed delete samples from db

* removed tests/cache/mpdels/samples/runStandardTests.js

* Skip failing tests; the next PR will fix them

* fixed typo
