Gate global variable manipulation on debugLibrary. (#171)

* Add test cases for races and fix a race in debugging.

 * (M) .travis.yml
   - Add 'go test -race' for all tests - in general this won't
     cause new tests to be run other than in cases where concurrency
     has been tested in the library.
 * (M) util/debug.go
   - Ensure that global variable manipulation is only done when
     debugging is enabled, which should not be used in a production
     environment.
 * (M) ygen/schema_tests/race_test.go
   - Add a test which concurrently calls Validate and EmitJSON.

* Add health warning to debugLibrary.
