feat(Slider): Add a Slider Component with storybook

I added Slider.js, SliderManager.js which renders the Slider component and Slider.stories.js.
The Slider component is based on the 'bootstrap-slider' library. In this library jQuery is optional
and without its instance there will be raised an error. To fix this error I went inside
webpack.config.js and add an externals line to map 'jquery' into 'null'.
