teach diff_package to work with both koji and brew (#69)

this will require changes to manifests that already use that feature.

changes:
* brew_tags → diff_package_tags
* diff_package_type defaults to `koji` now
* diff_package_koji_command allows switching from `koji` to `brew`

also got rid of the `foremandist` entry in the test manifest, nobody
uses that flag anymore
