sysapi: add missing _MASK prefix to TPMA constants

TSS spec requires _MASK prefix on some fot the TPMA constants.
Also added missing SHIFTS defenitions for some of the TPMA consf and
fixed invalid definiftions of TPMA_NV_*.
Updated esapi code and integ tests accordingly.
