Add PregWrapper

Solution for https://github.com/FriendsOfPHP/PHP-CS-Fixer/pull/3309 and idea how to handle non-UTF8 strings.

Of course, as @Slamdunk already [mendioned](https://github.com/FriendsOfPHP/PHP-CS-Fixer/pull/3309#issuecomment-351030840), with `AutoReview` class to check if all `preg_*` functions are wrapped.
