FEAT(pvlib,vtags): REVAMP PROJECT & PVTAGS

+ Start differentiating pvtags/vtags.
+ Stop considering LightWeight tags as *pvtags*.
+ REVAMP Project.find_all_subproject_pvtags() --
pvtags.fetch_pvtags_history()
+ Add `Project.pvtag_frmt` for creating new version.
+ Use that trait to create default `Project.pvtag_fnmatch_frmt`.
+ Pass `{pname}` param to `pvtag_regex` to interpolate.
+ Allow more git options to pass to git commands.
+ TC: project2 uses un-annotated tags for wider testing.
