Tracing tool: add move mode for simple panning

To pan with the left mouse button and node placement disabled, a new
"move" mode can now be activated in the tracing tool. A new button has
been added to the tracing tool top bar (third from left, crossed
arrows). If enabled, no mouse based node action will be performed
anymore. The left mouse button will be handled like the right mouse
button.

This is useful during presentations and simple viewing without risking
immediate change during accidental mouse action.
