implement scatter gather, fix broken cosmics for mpi (#329)

* changes to speed up mpi broadcasting calls, take advantage of numpy arrays

* forgot to remove counter

* desiutil 1.9.9 for travis tests

* changes so that fits file is only opened by rank 0

* changed from list to dict for more readable code

* changes necessary to mpi allow broadcasting of a single channel

* fix comments and minor cleanup

* fixed broken cosmics for mpi

* removed remaining lines from rebase

* remove one more line

* revert local copy to master version
