Warn if gen_distribution function is out of date

The canonical format for the `base_path` distributor option is unknown.
This is problematic, because the `gen_distribution` function generates a
`base_path`, meaning that the `gen_distribution` function might be
returning malformed values.

Pulp issue 3412 asks for clarification on the correct format of
`base_path`. If Pulp issue 3412 is resolved, then `gen_distribution`
should be updated to match.
