Add docker and docker-compose support

This adds a Dockerfile for building a hamlet image, as well as, a
docker-compose.yml file for running a hamlet instance locally. The
docker image assumes that the model files will be provided through a
volume mounted at /data. See the updated developer docs for more
information.
