Add failure_exceptions test flag (#698)

* Update broken assert in all_the_things.

* Update test options to take in a failure_exceptions param that will
cause certain exceptions to FAIL the test instead of throwing ERROR.

* Add rest of changes to create test option to take in a
failure_exceptions param

* Remove local test case from all_the_things.

* Add test for failure_exceptions.

* Add missing line that i forgot to commit earlier.

* Remove unused test plug and phase.

* remove another extraneous line.

* Add toplevel changes to specify failure_exceptions inside of
test_options.

* Add default failure_exceptions

* Pass in None as default value instead of list, because that's a python
gotcha.

* Update with keith comments

* Update style issues

* Remove reference to self.test_options, since I decided not to go down that rabbit hole.

* change this back to teardown_function not test_options

* Update comment on failure_exception to be more clear
