dlsbuild utils template SysLog function to try multiple ways to syslog before defaulting to echo to stdout

The function will try in order and catch failures so that logging dont disrupt the main script:
 * dls-logger, which required module controls-tools to be loaded
 * netcat, with UDP RFC5424 formatted message
 * logger to local syslog
 * echo to stdout
