Support MFA Global Authentication Attribute Trigger in validation TriggerSelectionStrategy (#3223)

* extract request parameter trigger resolution

* refactor principal attribute trigger into separate method

* utilize commaDelimitedListToSet to match triggers in login webflow

* utilize short-circuiting .anyMatch() instead of .filter().count() > 0

* extract registered service trigger logic to separate methods

* extract attribute match logic so it can be reused by other triggers

* update DefaultMultifactorTriggerSelectionStrategy to take the MFA config object to easily utilize additional config

* add global principal attribute trigger value pattern support

* add support for Global Authentication Attribute MFA triggers
